Each of the pairings of victims is tied to organized crime.
The killings show no signs of stopping, and may be accelerating.

First Incident
Duquan Willets Foster, age 43. Repeat offender, standing warrants for attempted murder, possession w/ intent, weapons violations. Last known address determined to be Cook County police impound lot (according to parole officer). Discovered at 7021 South Western Ave, Chicago, IL - remains sealed inside plastic tote, no markings or wrapping. Common variety, no distinguishing marks. Head and hands - both removed antemortem - subject was alive during this process, determined to be simultaneous.
Jerry Vedic (NMN), age 47. Repeat offender, no warrants - recently released from Cook County Correctional on charges for drug distribution, menacing and witness tampering. Last known address determined to be a Wendy's on the north side of town (according to prison records). Discovered at 8817 South Western Ave, Chicago, IL - remains as above. Same conditions apply.
Second Incident
Deceased:
Cho Xiang Lu, age 51. Wanted by Illinois State Police for weapons distribution, drug smuggling and kidnapping. Last known address was a Best Western in downtown Chicago, according to Chicago PD reports. Discovered at 8011 South Western Ave, Chicago, IL. Hands removed postmortem - head removed antemortem. Packaged in plastic tote, no marks nor distinguishing aspects. First body discovered with powdery residue on nape of neck.
Noburo Takiwa (NMN), age 54. Wanted by Chicago Police for assault, drug distribution, kidnapping, rape and attempted murder. Discovered at 8055 South Western Ave, Chicago, IL. No previously recorded address on file. Head removed postmortem, hands discovered clenched shut, as opposed to fixed in an open position; unusual posturing noted. Again, packaged in plain plastic tote, small amount of powdery residue on left cheek.
Third Incident
Deceased:
Yvgeny Eulis Chernov, age 44. Wanted by the Illinois Bureau of Criminal Investigations for assorted gambling-related crimes and tax issues. Last known address was a Motel Six in north Chicago, according to parole officer reporting. Discovered at 7912 South Western Ave, Chicago, IL. Hands and head removed, remains left in plastic tote.
Rene "Papa Lanmou" Claret, age 74. Wanted by Illinois State Police for torture, menacing, kidnapping, rape and attempted murders. Discovered at 7935 South Western Ave, Chicago, IL. No previously recorded address on file. Hands and head removed, remains sealed in plastic tote. First body drop found with entomological evidence on scene.
